Saturday we shared a letter from Cynthia Sieloff and her experiences with Matt.
Unfortunately this was not a stand alone incident.
On two separate occasions CBC staff members have reported uncomfortable working situations with Matt to HR. Both reports cited Matt using intimidation tactics. One included Matt using physical force to grab and stop a staff member which was recorded on church video cameras. Both incidents were reported to HR in January. It has been over two months and neither incident has had a proper investigation or follow up as required in the CBC Employee Handbook.
Due to the severity of the situation, HR reported the incident to the CBC outside HR consultant. That outside HR consultant instructed HR to send the incident report to the CBC Board and Spiritual Leaders because Craig would usually receive the report but he had been placed on leave by the Board. Upon receipt of this information, Bruce Jordan, CBC Chairman of the Board, reprimanded Jennifer Chapman for following the guidance of the outside HR consultant and told her to never do it again. Then Bruce said that he viewed the video and because Matt was smiling in the video he wrote it off them being friends. He never asked the person who filed the complaint.
Neither report has had any follow up. The staff members who filed the report have never been contacted and to our knowledge no further investigations have been done.
The CBC Employee Handbook and California Law have policies for workplace behavior that were created for a safe and comfortable workplace environment. This includes practices for reporting incidents and concerns to HR and other management. All reports are supposed to be investigated.
Protocol historically at CBC would have Matt put on leave while these incidents were investigated properly.
We believe Bruce Jordan's (and the Board's) lack of investigation and downplaying these reports coupled with the way he has mishandled communications throughout these sudden, drastic, and unnecessary changes at CBC prove his inability to serve as CBC's Chairman of the Board.
This is another reason why nearly 400 people have signed the Motion of No Confidence in the Board.

Dear CBC Congregation,
As a 35-year member of our church family, I feel compelled to share with you some deeply troubling experiences I've had with Pastor Matt that reflect a pattern of behavior that concerns me greatly regarding his character.
Many of you know me from my decades of service in our church community. My family and I have faithfully supported CBC with our attendance, prayers, financial contributions, and volunteer work for over three decades—long before Matt's arrival.
Recently Matt suggested that those of us with concerns should "go start our own church." This dismissive comment deeply wounded me and others who have invested our lives in this congregation.
When several members peacefully sought transparency regarding church leadership decisions, Matt labeled us "insurrectionists" and spread untrue accusations about me and others who simply want accountability. He even falsely claimed that I brought in employees to disrupt a church service.
Matt claimed that I deceived a local church to secure their facility for the Town Hall Meeting by saying our gathering was merely a "prayer meeting." The truth is the Director of that church acknowledged I never misled him. We were forced to seek an alternative venue because Matt and the Board denied us the opportunity to gather at our own church.
While speaking with my husband about distributing informational flyers Matt "warned" him twice that "there were people ready to make sure we would not be able to walk back to our cars." Making a thinly-veiled threat of violence against church members who merely disagree with leadership decisions is alarming.
I am dismayed by the lack of transparency surrounding major church decisions. The Board of Directors (now renamed as "Elders") appears to be making significant changes affecting our entire church family without congregational input or proper communication. When questioned, Matt invoked "Ministerial Exception" hiding behind the church's legal ability to circumvent anti-discrimination laws rather than addressing legitimate congregational concerns.
As a former missionary himself I was saddened to learn that Matt was unfamiliar with our CBC supported missionaries Jon and Shannon Haslett and questioned why we continue to support them. This reveals a concerning disconnect from our church's longstanding mission commitments.
I write this letter out of love for our church family. After 35 years of fellowship here, I believe we deserve transparency, truthfulness, and leadership that values the entire congregation's voice—especially regarding significant decisions about our church's direction and the treatment of dedicated, longstanding staff members.
My hope and prayer is for healing, reconciliation, and a return to the Christ-centered community that has been our church home for so many years. I welcome conversation with any of you who share these concerns or wish to hear more about what has transpired.

Below is a text chain that was sent to us from a person who was texting with Matt, CBC's new Lead Pastor, about our church. The original sender has asked to remain anonymous. No edits have been made to what we received.
Anonymous: Hey stranger...I saw some posts about the church you're at... thought I would go to the source...what happened with the other pastor?
Matt: Board made a tough decision they been working on for about a year. Craig and his family didn't like it and tried to disrupt the announcement that was made after each service. Same 20-30 people at each service. He knows we cant legally say anything and he is abusing that.
Anonymous: Ya there's a petition started now
Matt: Yea they started it last week. Eventually the baby will stops crying and fall asleep
Anonymous: How Fun. LOL
Matt: We gotta move on, everyone is mostly 70+
Anonymous: Ya that's a tough one
Matt: Trump got in and now they have free time to protest something else.
Anonymous: Hahahaha
Matt: Most of the church looked at it all with disdain, they looked psycho, some are on the fence but will come around.
Anonymous: I guess you probably expected it and prepared for it.
Matt: Yep - His family thinks they're the mafia, its kind of funny
Anonymous: I'm sure they feel that way after running the show so long
Matt: Yea, Well its done.
Anonymous: Well I hope it dies down soon
Matt: We know its going to be a shake out but were here for it. Everyone has stepped up and taking ownership and the clear minded people can see that and see its a better future

Receiving these words from Matt, the new Lead Pastor at CBC, is incredibly upsetting.
We feel Matt's comments and attitude is very disparaging to the people of our church who are 70+. As Proverbs 16:31 says "Gray Hair is a crown of glory; it is gained by living a Godly life." Many in the 70+ crowd are those who helped build CBC to what it is today through their tithes; above and beyond All In capital contributions to buy the church land, building, and pay off the mortgage; prayers; and countless volunteer hours. Additionally many of the 70+ crowd has built a generational attendance at CBC with their children and grandchildren. There was definitely a wide variety of ages represented in the many hundreds at the Town Hall Meeting, but Matt and the rest of the Board were disappointingly and conspicuously absent.
Regardless of your political views, we feel the mocking statements about Trump supporters now having "free time to protest something else" is not appropriate from a Lead Pastor.
If this is how Matt feels about the makeup of our church congregation, why did he go through so much effort to take it away from us and become Lead Pastor of our flock? As a result of the takeover Matt is now the CEO of a church with millions in assets, built in name recognition, and is on his way to fulfilling his stated desire to make a name for himself...The question is - what kind of name is he making?
If you can, please share this with anyone you know at CBC so they know the dismissive attitude Matt has towards the congregation for whom he is Lead Pastor.

What an incredible evening on Sunday! Thank you to the many hundreds who attended and for your thoughtful questions, thirst for truth, and support!
So how do we get our church back?
1. Motion of No Confidence in the Board: More than 240 individuals, couples and families signed the Motion of No Confidence in the CBC Board that was circulated at the Town Hall Meeting. We know many of you also left before you had a chance to sign and many of you expressed your desire but inability to attend on a Sunday evening. The motion is below and can be signed here:

Matt said that CBC Truth "is not a part of us", but we are CBC, and we are looking to unify CBC so that we can all be included in the church we have served, paid for, and called home.
2. Taking Action: Many great suggestions were made for actions by the congregation at the Town Hall Meeting. We have received numerous emails of support and ideas for next steps in reclaiming the church we love. We are working tirelessly on next steps and will keep you posted.

Your absence spoke volumes. It’s ridiculous and incredibly disrespectful that you didn’t bother to attend.
The whole way this church change has played out is wrong. To have just a few insiders maneuver this change without any input from the people, and then to just drop it on all of us after a Sunday service felt manipulative and sneaky.
A couple of weeks ago you shared that the Town Hall Meeting group is “not part of us,” as though we're a fringe group of rebels. Well, it’s at least 25% of CBC….

The following was sent to us by a long time CBC Congregant regarding Matt's announcement in church on Sunday Morning.
"A recent observation:
On Sunday March 16 the CBC congregation was presented with the new Elder Led Board model for the Church's Governance. Apparently somehow at all 3 services, between Mr Whitlock's presentation and the CBC Official document handed out at the end of each service, a significant change was intentionally omitted. That the buck now stops with Mr Whitlock! He may be a "non voting" member of the board, yet he became the (CEO) Chief Executive Officer of this Non Profit Corporation called Capo Beach Church. Why is this significant? Because CBC has had The State of California as a Partner in how it operates since its founding. In part to secure this partnership, registering specific officers or agents is critical and required. Group leadership does not apply at this level! In CBC's case the appointment of the only updated officers/agents that matter was completed 1/30/2025. You can find the document here https://bizfileonline.sos.ca.gov/search/business Enter Capo Beach Church under Business Search. The failure to state Mr. Whitlock's CEO position to the church supports the board's continuous use of the ambiguous words, "transparency and authenticity". At least these two words are more convenient than using principled based words like honesty, integrity or truth. Is there something else that we are not being told?

In his Sunday announcement Matt made a point to tell the congregation he has no voting rights and has "no horse in the race" but he left out the fact that back in January a CBC Board Member filed with the State of California naming Matt CEO of Capo Beach Church.
The letter circulated by the CBC Board dated March 11 states that Matt "does not hold an officer role" however this is not true because Matt holds the role of Chief Executive Officer, which is most certainly an officer role, it's the highest officer role. Why are they doing this? We have provided a copy of the letter from the Board attached to this email with that section highlighted in addition to the Statement of Information filed with the State of California.
CBC used to be made up of a Team of Spiritual Leaders who as the name suggests offered spiritual leadership to the church and a board of directors that handled the business aspects of the church. This Sunday Matt announced a "Board of Elders". This Board of Elders is made of ten board members and not a single one of these ten includes any of the Spiritual Leaders who stood in opposition to these changes nor any of the 450 people who requested a town hall meeting. The Spiritual Leadership team has been disbanded, removed from the website and the self appointed Board of Elders leads.
In this Sunday's announcement Matt also said CBC Truth "is not a part of us". He is discounting the voices of over 450 individuals, couples, and families who call CBC home. Have we been excommunicated by CEO Whitlock?
After Matt gave his Good Shepherd sermon another long time congregant wrote to us about her conversation with Matt.
"When the service was over, Matt was saying goodbye to people at the door. So in the spirit of his sermon I approached him, and asked him to please bring back the over 450 sheep to the fold. He looked shocked, his response was. It's not that easy, this is all about one voice and it's not gonna happen. My reply was, it is 450 voices. It's important and his participation is needed."
Instead of pursuing the one and leaving the ninety nine as we are taught the good shepherd does, Matt is marginalizing over 450 people of CBC who have volunteered their time, prayed over our church, and tithed above and beyond to buy the building and the land. We have been told around the office at CBC Matt has joked about the 450 people of CBC Truth Seekers and even said a crying baby eventually cries itself to sleep. He has told our members that we should go start our own church. CBC is worth millions of dollars, thanks to the generosity of its congregants and the financial stewardship of Craig Whittaker and former board members and other leaders. This takeover put the CBC we have loved and poured ourselves into, directly into Matt's own hands. He is relying on us to go to sleep like a crying baby.

Good news - the date, time, and location of the town hall meeting will be announced this week and we will send out an email and post it to the website!
After over 400 people signed the petition requesting a town hall meeting, we officially wrote to the CBC board and requested to use our sanctuary. Ideally it would have been best to host a meeting about the future of our church AT our church, but unfortunately the Board denied our request. At first the Board cited Craig's privacy concerns as the reason for refusing the use of our sanctuary. So, Craig sent the Board a letter telling them that he planned to attend the town hall to answer questions and hoped that the Board would attend as well. The Board, made up of only six people, will not allow the more than 400 people who signed the petition the opportunity to use their own church. The church that they have built through their volunteering and tithing.
We have received an outpouring of support from the local community offering prayer and use of various facilities for a town hall. We wanted to pass along to you a generous and unsolicited offer from a nearby church to host our town hall. Below is the email we received:
Dear CBC Truth,
I wanted to extend an offer to hold your town hall for the Capo Beach Church members at our facility. We are a local church and have no skin in the game, but I am a former member of CBC and always loved and appreciated the vision and community Craig has created.
I spoke to our minister, who affirmed that we would love to provide your church community a place to come together as your church goes forward. This would be totally separate from our church, just a building to use with the view that the church is not a board. The church is the body of Christ. He is the head of the church, and we are here to serve. Part of how people serve, of course, is serving on the board, which is very important. That being said, in trusting God’s lead, if your members of CBC want your voices heard, and to genuinely have an open discussion amongst your community on how to best listen to the spirit and find solutions that God is directing, then we can offer space in our building for you to do that ... should you need a place.
Please let me know and I appreciated your clear sharing of events. I really feel for all, and Craig.

In the wake of yet another resignation of a CBC staff member this week and to continue to add context we wanted to share the resignation letters (with their approval of course) of Lori Smith, Payroll and Human Resources Administrator at CBC for 20 years and Jennifer Chapman, Accounting Director and Lead Pastor Assistant at CBC for 14 years.
